The name of this glitch item is taken from "ひんやりバッヂ" (CoolBadge); an unused Japanese string that was untranslated from Pokémon Red and Green, resulting in mojibake. ひんやりバッヂ is also the name of the hex:66 glitch item in Japanese versions.
Using this glitch item will execute AF64 in SRAM, which may return a FF (rst 38) bytes if SRAM is locked, causing the game to freeze.
