This is a glitch in Pokémon Red and Blue (non-occurring in Pokémon Yellow), which allows the player to temporarily replace a menu sprite on the party menu with a special orientation of Red's sprite.
Description
After landing from Surf via the menu on (at least) Cinnabar Island, menu sprites 0 (generic monster), 1 (Poké Ball) and 2 (fossil) may sometimes momentarily convert to Red's sprite facing down (0), up (1) and left (2) respectively.
Related glitch
After landing from Surf via the menu on (at least) Cinnabar Island, the font may momentarily be corrupted with parts of people sprites (a glitch effect seen from other glitches as well).
