? (hex:00) is a useless glitch item in Pokémon Gold, Silver and Crystal. In Pokémon Gold and Silver its item description is also "?", while in English Pokémon Crystal its item description is taken from $A793 in SRAM, resulting in undefined behavior, often a freeze.
It can often be seen in the expanded balls pocket, which makes navigating the menu more difficult in Crystal due to the large number of 0x00 bytes, but can still be navigated if the Select button is used to replace the text box text with "Where should this be moved to?" until the item is swapped or unselected.
