The Arceus Plate glitch, also known as Pal Park Arceus glitch is a natural glitch in Pokémon Diamond and Pearl. It seemingly does not occur in Pokémon Platinum or Pokémon HeartGold and SoulSilver.
If the player enters the Pal Park or Great Marsh (which feature different encounter systems than normal wild Pokémon battles) with an Arceus holding a Plate in the first slot of the party, the game will freeze before the battle begins.
It does not matter whether the Arceus is hacked or is in fact legitimate (from an official Nintendo event).
The freeze occurs after the following messages have finished printing:
"Wow! (PLAYER)'s (POKéMON) is drawing close!" — Pal Park
"A wild (POKéMON) appeared!" — Great Marsh
