Debugging features in the Pokémon games are things used to aid in ridding the game of bugs, or to aid in other areas in development.
For example, the Pokémon and Trainer color test menu and TM/HM compatibility checker from Pokémon Gold and Silver can be used to see what a Pokémon would look like with different colors.
Another example is the event data debugging messages, such as 'No windows avail-able for popping', that indicate when something text box related is wrong.
