Bulbapedia also has an article about Diamond dust.

Diamond dust is an Easter egg in the core series Pokémon games introduced in Pokémon Diamond, Pearl and Platinum. It has since re-appeared in Pokémon HeartGold and SoulSilver, Pokémon Black, White, Black 2 and White 2 and Pokémon X and Y.

When the player plays the game on a specific day of the year (one of possibly multiple days), they are able to observe a different type of snow at specific places in the game.

Examples include different snow falling at Snowpoint City if the date registered on the platform's system is January 12 (the birthday of Pokémon music composer Junichi Masuda; note that Junichi Masuda announced on his blog that players can find "something different" in the games on this date), Mt. Silver in HeartGold and SoulSilver on February 29 (a leap day), in Icirrus City in Black and White, Black 2 and White 2 on New Year's eve, and in the Frost Cavern in Pokémon X and Y on the player's birthday.
