To enable evolutions over Level 100, the player can lock the level byte (i.e. DA49 for Pokémon 1). In other circumstances, the game will want to keep the Pokémon below level 100, and it seems the [[Unstable hybrid Pokémon#Leveling above 100|unstable hybrid method]] isn't really applicable here; with 000's experience cap not being high enough.
