The name of this glitch item is taken from はやぶさバッヂ (FalconBadge); an unused string in the Japanese games that was left untranslated, resulting in mojibake. はやぶさバッヂ is also the name of the hex:65 glitch item in Japanese versions.

Using this glitch item causes arbitrary code execution at D11C in WRAM.
