It is a copy of the actual PP Up (hex:4F), but unlike the actual PP Up is unusable (returning Professor Oak's "OAK: (PLAYER)! This isn't the time to use that!" message) and can only be sold for 4900 Pokédollars (or bought for 9800 Pokédollars via a glitch or cheating). Interestingly the sell price is unlike the actual PP Up, which sells for 0 Pokédollars.
