(hex:66) is a glitch item in Pokémon Yellow. The name of this glitch item is taken from "ひんやりバッヂ" (CoolBadge); an unused Japanese string that was untranslated from Pokémon Red and Green, resulting in mojibake.
Using this glitch item will execute AF64 in SRAM, which may return a FF (rst 38) bytes if SRAM is locked, causing the game to freeze.
