The reason why the developers left in two Juggler copies is unknown, but it is believed this Juggler was originally Jack, after leaks revealed the existence of the cut Trainer [https://tcrf.net/Development:Pok%C3%A9mon_Red_and_Blue/Sprites シんじゅくジャッく (Shinjuku Jack)].

Interestingly in the Japanese version of {{GS}} there is an early Trainer class list, which includes at 0x050BC4 a Trainer class named "Jack" (Japanese: ジャック) after Engineer and before Swimmer (technically in place following Generation I ordering as Fisherman is not included on the table) who could possibly have possibly replaced the Juggler copy. It is also unknown whether Jack was intended to be a Juggler if he was considered at one point in the game, or whether he was intended to be a rival.

The unused Juggler copy contains no valid rosters; the first roster is taken from the following Trainer class (Fisherman) instead, and further rosters are extrapolated from other Trainer's rosters or are glitch rosters possibly containing [[glitch Pokémon]].
