The level display glitch is a natural glitch, occuring in Generation VI.
This glitch occurs if a Pokémon gains experience while in the semi-invulnerable turn of Fly, Dig, Dive, Bounce, Phantom Force, Shadow Force or Sky Drop.
The glitch causes the Pokémon's HP bar and Level HUD to not update until the turn is over. For example, via a Double Battle, a Level 1 Fletching with 12 HP could grow to over Level 2, but the game would still show its original Level and HP.
