The NPC and Cable Club lady glitch is a natural glitch in at least Pokémon Red and Blue. It was documented by Roelof and recorded by ChickasaurusGL.
On very rare occasions, the NPC who tells the player about Bill in the Cerulean City Pokémon Center will walk through the Cable Club lady, allowing him to access the space behind her.
