No effect glitch moves are glitch moves in the Pokémon games with no noticeable effect other than causing a turn to elapse.
In Pokémon Red, Blue, and Yellow they are often moves which have a base power of 0 in the extended move database (which reaches into the "Pokémon base stats data structure").
TM55 is also a no effect glitch move.
