The truck is typically not seen through normal gameplay because in order for the game to display the truck on the screen the player would usually require the move Surf so that he or she could access the seperate strip of land. Since legitimate Pokémon can only learn Surf through the use of HM03 the player would have to reach Fuschia City first which at that time the player would have presumably obtained HM01 (Cut) from the captain in the S.S. Anne Ship causing the ship to set sail after the player leaves through the exit. ~~The S.S. Anne Ship Truck is simply a truck on the right platform in the S.S.
