Another method is to simply trade a Pokémon that already knows Cut from another game, then proceeding until the players recieves the HM Surf.
There is no known reason for the truck's existence although some players think that it might be an easter egg, a remnant, or just a joke.
In Pokémon FireRed and LeafGreen, the truck returns and players can obtain a Lava Cookie near by it.
