Saffron City doesn't have ten warps, so this will load a [[Glitch City]] if a warp tile is forced there. It is actually a development leftover from when Saffron City did have ten warps (originally it was a second entrance to Silph Co.).
 
Another detail is that seemingly no valid tile block exists in the final games for a warp tile on the bottom-right corner (tile block 0x38 has the warp tile on the top-right corner), which would be required in this case. However, glitch tile block 0x3D has one (in both Red and Yellow) and can be used to enter the warp.
