It's only the '''English''' versions of Generation IV that don't let you input characters with accent marks, tildes, etc. Other language versions let you do this. The Spanish version, for example, lets you input ÁÉÍÓÚÑÚáéíóúñüÁÉÍÓÚÑÜáéíóúñü¿¡, whereas the English version doesn't. You can see a screenshot that I created recently here: [http://i53.tinypic.com/28jkwmg.jpg] <span style="font-size: 85%;">(Which, by the way, is inconvenient for Latin Americans, who strangely only get the games in English for some reason and therefore can't input these characters; I was talking to a Mexican friend not too long ago who told me that it's annoying that you can't do that.)</span> But I'll get to the point... these non-English characters even exist in the English versions of Generation IV, even if they're inaccessible. I've used the GTS a lot before, and was able to trade Pokémon from foreign countries (like Spain) with non-English characters in either their OT name or nickname, and I never encountered problems. The only error is Pal Park; it just doesn't convert these characters properly from the Gen III character table to the different Gen IV character table.
