TM38 is a false Normal-type glitch move in Pokémon Yellow. It is not capable of causing Super Glitch.
A successful attack with this glitch move will result in damage with Seismic Toss's animation. The game will freeze with an unknown opcode 0xD3 at address 0:0628 if this move does not knock out the opponent, possibly due to a problematic glitch effect 0xE6.
This glitch effect has a non-freezing side effect exclusive to the Nintendo 3DS Virtual Console release, likely due to the emulator ignoring unknown opcodes. For more information, see AttackDex/Y:238 (Nintendo 3DS Virtual Console).
