Although normally hard to notice, there seems to be a slight difference in this glitch item's name between Pokémon Red and Pokémon Blue in which the Blue version omits a "'t" character before the second bold "'''S'''".

Effect in Battle: Causes Super Glitch/TMTrainer Effect
If a 0x50 sub-tile is early enough in the saved screen data, then this item will restore up to 80 HP to a Pokémon if a Pokémon is chosen from the menu and it doesn't have full HP. This doesn't apply in battle (via GameShark code 0150A0C3 or theoretically [[OAM DMA hijacking]]) as Professor Oak's message that it isn't the time to use the item would be brought up instead.
