The Professor Oak Trainer glitch is a Pokémon Red/Blue/Yellow engine glitch. It is caused by a bug in the game's engine.
After removing the wall barriers on the Sea Route 20, the trainers will turn into Professor Oak if the player talk to them.
Procedure
- Enable Brock Through Walls in Pewter City
- Fly to Cinnabar Island
- Walk through the edge of the area where there is no water
- Touch the wall barrier that connects
- Go back to the signpost that reads Seafoam Islands
- Without getting an encounter, talk to an unfought trainer
- The trainer it will turn into Professor Oak once talked to
