The S.S. Anne Ship Truck is simply a truck which has been placed on a seperate strip of land to the right of the S.S. Anne dock. The truck is typically not seen through normal gameplay because in order for the game to display the truck on the screen the player would usually require the move Surf so that he or she could access the seperate strip of land. Since legitimate Pokémon can only learn Surf through the use of HM03 the player would have to reach Fuschia City first which at that time the player would have presumably obtained HM01 (Cut) from the captain in the S.S. Anne Ship causing the ship to set sail after the player leaves through the exit.

One way to see the S.S. Anne Ship Truck through the use of a glitch is for the player to have acquired Cut from the Captain, and then have all of his or her Pokémon faint while still on the ship. The player would re-appear at the previously visited Pokémon Center, and the ship would not have set sail, which is unusual because Nintendo usually expected the S.S. Anne Ship Truck to leave after the player obtains HM01 (Cut). After this glitch, the player can make it through the game until HM03 (Surf) is obtained, and then head back to the S.S. Anne and surf to the right platform.
