TM31 is a wrong pocket TM in Pokémon Gold and Silver. Its description is "Reduces the foe's accuracy."
Effect
TM31 acts as a PC where the player can withdraw or deposit items, view mail, or place decorations.
The colors for the main menu are glitched out with a purple/red tint however. If the player immediately goes to withdraw items without going to the deposit or toss menu first, the screen may turn a dark green tint.
Adjusting the decorations will change them in the player's room; not where TM31 was used.
While the screen glitches for a moment, closing the PC menu does not freeze the game.
