Generation III
According to multiple sources, the two gen IV Pokémon known as Shellos and Gastrodon were at some point planned to be in generation III at some point.
In an inteview with Ken Sugimori, Sugimori mentioned that Shellos and Gastrodon were indeed originally planned for Ruby and Sapphire, but due to time constraints, they were not included in the finished version.
Hidden within the code of Ruby and Sapphire is a backsprite presumably belonging to Gastrodon. With the use of special software, unused cries can also be heard.
