The Transform buffer overflow glitch occurs in Pokémon Gold and Silver whenever a Pokémon transforms into a ?????. It is probably due to those glitch Pokémon's internal sprite dimensions like how they force a link battle when encountered in the wild (even though the sprite is restricted to the typical reasonably sized looking variant).

The effects aren't constant. Like CoolTrainer♀ it seems there is room for manipulation, but the specifics aren't known.
