The reason why the actual item won't work is that when evolving a Pokémon using an evolutionary stone or by trade, a flag is set to suppress evolution through level (and also to disallow the player to cancel the evolution by pressing B). When that flag is set, and when the game sees any entry in the evolution table that isn't "by item" or "by trade", it will immediately stop scanning through the table. For glitch Pokémon, their evolution table usually have several invalid entries before any valid entry, making evolution using an evolutionary stone or by trade impossible. <!-- In theory, a glitch Pokémon that happens to evolve by "exposure to its own species" should be able to evolve by eating a rare candy, but I don't know if such a circumstance can exist without hacking. -->
