Out of bounds Glitch Cities in Generation II are a type of Glitch City in GSC.

Cause
Stepping out of bounds causes the game to load a glitch map from bank 0xFF, with the map number of the most recently loaded map that had a connection in the same direction. This is because unused map connections are marked by setting the bank number to 0xFF, similar to how Map 0xFF is loaded when walking out of bounds in Generation I, but the map number is unchanged. The most common non-crashing map to be loaded this way is map 0xFF00, as this is the value that unused map connections are initialized to when loading a save.
