The battle transition oversight occurs in Pokémon Gold, Silver and Crystal. It was documented by Pigdevil2010.

Like in Pokémon Red, Blue, Yellow, there are special wild Pokémon battle transition effects which are supposed to occur when the player's first Pokémon has a level difference less than the opponent by at least three, or more than the opponent by at least three.

However, due to the code not loading the level data it is supposed to compare, the transitions are always random.
